党的十六届六中全会第一次明确提出“建设富强民主文明和谐的现代化国家”,“以党内和谐促进社会和谐”，“注重促进人的心理和谐”。党的十七大重申“推动建设和谐社会”，“以增进党内和谐促进社会和谐”,“注重人文关怀、注重心理疏导”等观点。胡锦涛在纪念建党90周年大会上的讲话中指出。“保障和改善民生，促进社会和谐，是实现全面建设小康社会宏伟目标的必然要求。”由此，我们可以把社会和谐、人的心理和谐与党内和谐统称为全面建设小康社会的“和谐三部曲”。全面建设小康社会，社会和谐是保证，人的心理和谐是基础，党内和谐是关键。
The Sixth Plenum of the 16th CPC put forward the slogan of ＂building a prosperous, democratic, civilized and harmonious modem country＂, ＂promoting harmonious society by harmonious Party＂, and ＂focusing on promoting people＇s psychological harmony＂. The 17th National Congress of the CPC reiterated the views of ＂promoting the construction of harmonious society＂, ＂promoting harmonious society by harmonious Party＂, ＂focusing on humane care and psychological counseling＂ and so on. President Hu Jingtao pointed out at the 90th Annum General Meeting of Party Foundation that ＂protect and improve people＇s livelihood and promote social harmony, is a necessary requirement to achieve the grand goal of building a moderately prosperous society＂. Therefore, harmony in society, people＇s psychology and within the Party can be summarized as the ＂harmony trilogy＂ of building a moderately prosperous society. Harmonious society is the guarantee, harmonious psychology is the foundation, and harmonious Party is the sticking point.
