桥头堡战略背景下西南协调会合作机制创新探析

An Analysis on the Innovation of Cooperation Mechanisms of Southwest Economic Coordination Committee Under Bridgehead Strategy

"桥头堡战略"是推进我国向西南开放、实现睦邻友好的战略需要。计划经济背景下的西南协调会开创了我国跨省区市经济合作的先河,对整个西南地区经济社会发展起了很大的促进作用。但作为计划经济产物的协调会合作机制问题日益突出,难以适应新形势下特别是西南桥头堡战略背景下的区域经济合作发展的新要求,合作机制问题日益成为制约西南经济合作发展的新瓶颈。因此,如何创新区域经济合作机制并与桥头堡战略进行完美对接则是协调会今后面临的战略任务之一。

＂Bridgehead strategy＂ is the strategic need that promote the opening of China to southwest and achieve good-neigh- borly friendship. Southwest Economic Coordination under the planned economy have set a precedent for economic cooperation of inter-provinces and played an important role to the economic and social development of the entire southwest region . But as the product of planned economy, the co-coordinating mechanisms have become increasingly prominent, it is difficult to adapt to the new requirements of regional economic cooperation and development under the new situation, especially the southwest bridgehead strate- gy,the cooperation mechanism is increasingly becoming the new bottleneck to restrain economic cooperation and development of southwest. Therefore, how to innovate regional economic cooperation mechanism and butt the Bridgehead Strategy perfectly is one of the strategic tasks that Economic Coordination Committee facing to the future.
