摘要 征信体系的运作基础是通过信息建立信任,而信任又与一个社会的制度文化背景密切相关。中国传统社会是"关系"本位社会,信任建立在"熟人社会"带来的信息之上。但在转型期的今天,"熟人社会"在很大程度上已经瓦解,"关系"已经不能满足信息获取和建立信任的需要,迫切需要建立社会征信体系这种制度化的信任机制。建立社会征信体系的关键是建立制度化的信息来源,而这又存在着中国本土化的社会文化障碍,所以,我国社会征信体系的建设需要从多方面进行长期不懈的努力。 The operation base for the credit reference system is to establish trust via information, and trust is closely related to a social system and a cultural background. Traditional Chinese society is a relationship - based society, and the establishment of trust is based on "social acquaintance" to bring the information. However, today in the transition era "social acquaintance" has been largely neutralized. Therefore, "relationship" can not meet the need of information access and confidence establishment. It's an urgent task to establish a social credit reference system that is an institutionalized trust mechanism. The key to the establishment of a social credit reference system is to build up an institutionalized source of information, which may be faced with the localized of Chinese social and cul- tural barriers. Hence the construction of social credit reference system in China requires long - standing efforts from various respects.
