小型农田水利设施建设发展中的问题及对策思考——基于四川省平昌县的调研

Consideration on the Problems of Construction and Development in Small Farm Irrigation Facilities——Based on the Research in Pingchang County,Sichuan Province

小型农田水利设施是农业基础设施的重要组成部分,是发展农业的物质基础,是改善农业生产条件、确保粮食安全和农民增收的重要保障。文章通过对小型农田水利设施建设重点县——四川省平昌县进行调研,着重分析了该县在小型农田水利设施建设中发展不平衡、管理机制不完善等问题,并提出了合理布局、完善组织结构和加大财政支持力度等相应对策。

Small farm irrigation facilities are important component of agricultural infrastructure. It is the foundation of the development of agriculture, and it is also the important security for improving the agricultural production conditions, ensuring food security and increasing farmers income. Through research on the small conservancy construction in Pingchang County, the article mainly analyzed many problems about unbalanced development and imperfect management mechanism in it, and presented the corresponding countermeasures.
