论省级社会保障机制的创新——以河北省为例

文章指出,改革开放以来,河北省社会保障事业获得了长足发展,但也存在许多亟待解决的问题,这些问题在全国带有普遍性。文章认为,社会保障机制创新应当在遵循法律法规规范优先、受益人权利与义务相统一、公平和效率相统一以及分类实施分阶段推进等四个基本原则基础上,逐步构建健全的社会保障法律保障机制、安全科学的社会保障基金运行机制和完善有效的社会保障监督管理机制。
