欧盟气候变化政策的能源安全利益驱动——兼析欧盟气候单边主义倾向 被引量：3

摘要 2005年2月，《京都议定书》正式生效，以此为转折，气候变化的国际争论逐步转向地缘政治大国（或集团）的博弈。此后，欧盟在应对气候变化国际谈判中继续保持激进的姿态。在哥本哈根世界气候大会召开之前，欧盟提出了在2020年前其温室气体排放较1990年减少20％的目标。同时，
