人类社会发展的终极目标是文化的繁荣。当前,党的十七届六中全会明确提出建设社会主义文化强国,这不仅是向全党、全国人民发出的伟大号召,也是向全世界、全人类的庄严宣示。改革开放30多年以来,我国的经济建设取得了举世瞩目的成就。在文化上,我们虽然拥有五千年不曾间断的辉煌灿烂的古代文明,但目前我国的文化建设基础还仍然薄弱,文化产品不够丰富,文化贸易逆差还相当突出。那么,我们为什么偏偏要在这个时候、在这种现实情况下提出建设文化强国的宏伟目标和战略任务呢?这对于世界的和平发展和人类的文明进步具有什么样的重大意义?对于实现国家的现代化和中华民族的伟大复兴将会产生什么样的深远影响?我认为,建设社会主义文化强国,首先,是坚持有中国特色社会主义道路的必然要求;其次,建设社会主义文化强国是对当今世界潮流的深刻洞察与准确把握;再次,提出建设社会主义文化强国是由文化自身的特性和文化发展规律所决定的。一部人类文明发展史,就是各民族、各地域文化创造的历史。当一个时代一旦成为历史,它留给后人的就只有两个字:文化。一个民族、一个国家对人类文明演进的贡献大小,最突出的坐标,不是财富,更不是武力,而是文化,是伟大的思想家、科学家、文学家、艺术家及其不朽的精神文化创造成果。中华民族具有辉煌灿烂、博大精深的古代文化,对人类文明做出过重大贡献,是世界上最伟大的民族之一。中华民族要实现伟大复兴,必将是经济、政治、文化的全面复兴。文化的复兴及其所达到的高度和成就,较之于经济和政治更具有持久的竞争力和永恒的生命力,因而其地位和作用显得尤为重要。世界上任何一个国家,如果只是经济发达和武力强盛,而文化、外交方面的影响力不够,就算不上世界强国。中华民族要自立于世界民族之林,实现民族复兴,就必须依靠全体中华儿女一起向着建设文化强国的目标共同不懈努力。

The ultimate goal of human social development is cultural prosperity. In recent 30 years since the reform and opening up, we have made a great progress in economic construction. As regards to culture, although we have splendid ancient civilization, however, there is still so much to do in contemporary cuttural construction, for instance, cultural products are not abundant enough, and cultural trade deficit remains to be a prominent problem. Then, why do we propose the grand goal and strategic task of constructing cultural nation？ Will it exert influence upon world peaceful development and human civilization advancement？ Is it. significant to realize our national renaissance dream？ In my opinion, to construct a socialist cultural nation, we should firstly adhere to requests of socialist way with Chi- nese characteristics. Secondly, we should carefully observe and accurately comprehend contemporarY world pattern. Thirdly, it is decided by cultural features and its development law. A human civilization historY is a collection of a his- tory of cultural creation of different nations and regions. The greatest contribution everY nation makes to human civiliza- tion is not its fortune or martial force, but its culture, its achievements created by thinkers, scientists, literati and art- ists. With its profound and intensive ancient culture, China has made a great contribution to human civilization. China is one of the greatest nations in the world. National renaissance means a comprehensive renaissance in economy, politics and culture. But the most important one is cultural renaissance. A country will never be a great power if it is weak in culture and diplomacy. Therefore, it is a must for us together to construct our nation with excellent culture.
