上海城市发展的理念研究与文化阐释

Conception Study and Cultural Interpretation of Shanghai Social Construction

与经济建设相比,城市发展是一个在结构上更为复杂,在建设上需要循序渐进,以"积德"为主题,以"教化"为手段的"百年树人"工程。未来影响上海社会稳定与城市可持续发展的主要问题有四个方面:一是都市化进程使贫富差距过大,生活资源占有量严重不均;二是都市人心理健康问题与精神生态日趋恶化;三是转变经济发展方式的巨大现实压力;四是上海本土文化传统影响力急剧减弱,文化软实力发展缓慢、不进反退的困境。针对这些问题,我们认为,未来"十二五"期间上海城市发展与社会建设的新理念,应在继承和保留上海"七建"的基础之上,重点提出、研究与设计、规划和建设慈善之城、艺术之城、创意之城、时尚之城。

Compared to economic construction, social construction is more complex in structure. Taking ＂ building and maintaining virtue＂ as its theme, ＂ educating and civilizing＂ as its means, it is a project like ＂ fostering qualified personnel within a hundred year＂. There are four factors affecting the social stabilization and sustainable development of Shanghai in future time. Firstly, urbanization enlarges the disparity between the rich and the poor, and leads unequality in their occupation of living material. Secondly, more and more urban dwellers are psychologically unhealthy ; their mental ecplogy exacerbates day after day. Thirdly, there is a great and practical pressure in transforming economic development way. Fourthly, regional culture tradition of Shanghai is rapidly weakening ; its cultural soft power develops slowly and even it withdraws but not advances. Upon these problems, we suppose that during ＂ the 12th fiveyear＂ period, we should inherit and preserve the ＂ seven construction＂ in new conception of Shanghai social construction; and should dedicate to studying, designing, planning and constructing a city oN charity, art, creativity, and fashion.
