摘要
当前我国正处在社会转型之中,国有森林资源的保护和发展与国有林区的经济社会进步既迎来了重大机遇,又面临许多问题。社会转型推进制度变革,从而必然要求国有林管理创新。当前国有林管理创新的核心问题是准确把握和清楚认识我国社会转型期中什么是国有林?谁来管理国有林?怎样管理国有林?在此基础上,通过健全和完善国有林管理立法,解决国有林管理中的瓶颈性问题,开创国有林管理新局面,更好地服务于国民经济和社会发展的需要。
China is in a period of social transition. The protection and development of state-owned forest resources and the socio-economic progress of state-owned forest areas are facing important opportunities as well as challenges. Social transition promotes institutional change, and consequently leads to the innovation of state-owned forest management. The major issues of innovation of state-owned forest management are accurate and clear understanding of three questions, i.e. what is state-owned forest? Who should manage the state-owned forests? How to manage the state-owned forests? Efforts should be made to develop and improve state-owned forest management legislation. Bottleneck problems of state-owned forest management should be solved, and new environment should be created for state- owned forest management to provide better service for national economic and social development.
