20世纪的多数时期,国际军备控制合作的焦点都集中于非常规武器,特别是大规模杀伤性武器,冷战结束以后,国际社会越来越关注如何更好地控制有可能在内战中使用的常规武器和战争遗留物。为此,联合国大会于2006年通过赞同建立一个为达成“武器贸易条约”而努力的联合国磋商程序。就目前进程来看,尽管离条约的形成仍有大量问题需要解决,但越来越多的国家都赞成通过确立一个更负责、更有效的国际武器贸易管控机制。
For most of the 20th century,international cooperation on arms control tended to focus on non-conventional weapons,especially on weapons of mass destruction(WMD).However,after the end of the Cold War,the international community is paying increasing attention to better control those conventional weapons that are likely to be used in the many civil wars and those explosive remnant of war.To this end,the U.N.General Assembly passed a resolution,in December,2006,establishing a U.N.consultation process toward an Arms Trade Treaty(ATT).As the progress of the ATT so far shows,even though there still remain many problems having to be tackled before the treaty comes into force,more and more countries appear increasingly willing to setup a more responsible and effective mechanism to regulate international arms trade.
