机构知识库建设中的产权问题及其对策研究

在机构知识库建设过程中,复杂的内容资源产权现状会给机构知识库带来各种潜在的法律风险。笔者从权利所有人的角度对机构知识库存储的各种资源进行分类,在明确各种资源的产权现状基础上,参考国内外著名机构库产权政策提出以适用的制度机制为基础、以完善的管理机制为保障,以规范的技术机制为支撑的机构库发展对策。

In the construction of information resources in institutional repositories, the complicated property right status of different resources will bring potential legal risks. This paper classifies the re sources in institutional repositories in accordance with the ownership of the property right, and clarifies the property right of various resources. Based on the references of institutional repository propery policy system and mechanism at home and abroad, countermeasure are put forwards for institution- al repository development.
