区域间农地流转影响因素比较分析——基于江苏省农户调研的实证

A Comparative Study on the Factors of Farmland Transfer Among Regions:Based on a Survey in Jiangsu Province

研究目的：通过区域间农地流转的农户行为和特征差异对比分析，寻求影响农地流转的内在社会经济根源，为促进土地有序流转提供实践经验。研究方法：对比分析法、计量模型法和逻辑推理法。研究结果：样本回归表明村集体的作用、非农收入比重、人均土地面积、家庭抚养指数等对农户的农地流转行为存在显著影响，促进农户将土地流转出去；对溧水、常熟、盐都三地的模型检验发现，村集体作用在三个地区都显著，而非农收入比重和人均土地面积仅溧水和常熟显著，说明农户非农就业水平较高时，市场对农地流转的作用才能发挥。研究结论：推进农地流转离不开村集体作用，但要防止村集体的强行干预；农地流转内在动力来自农户的非农就业发展，农地流转必须建立在非农就业达到就业稳定和收入较高的基础上。

The purpose of the study is to find out the factors of farmland transfer through comparing the farmer＇s behavior and features among regions. Methods of comparative analysis, econometric model and logical reasoning were employed. The results showed that the role of village collective committee, off-farm income, land per capita and family support index had significant effects on farmland transfer. The roles of the collective committee were all significant in the three case areas, i.e., Changshu, Lishui and Yandu. Off-farm income and land per capita also had obvious effects on the transfer. The paper concluded that the village collective committee should play a more positive role but should avoid arbitrary intervention in order to stimulate the farmland transfer. Meanwhile the appropriate off-farm income and stable off-farm employment would be the necessary condition for farmland transfer.
