摘要
目的对基本药物招标中"安徽模式"的运行机制及特点进行深入剖析,为"安徽模式"的改进及推广提供建议。方法通过横向比较、纵向分析以及参照对比等方法,对"安徽模式"进行实证分析。结果与结论"安徽模式"试行范围窄、时间短,存在诸如过度重视降价、采购操作流程不完善等问题,但其在降低虚高药价、整顿药品采购秩序等方面的效果相比其他模式仍然十分显著。
Objective Analyze thoroughly the operational mechanism and characteristics of the ＂Anhui Pattern＂,provide the feasible basis and suggestions for its improvement and promotion.Methods Through horizontal comparison and vertical analysis,analytical and reference comparison method was carried on empirical analysis of the ＂Anhui pattern＂ Results and Conclusion Although because of the narrow scope and short time of the trial,the ＂Anhui pattern＂ still exists such as over-emphasis on price,purchasing operation process imperfect and so on problems,however,compared to other patterns,the effect is still very prominent.The improved pattern of Anhui will likely be the standards of the national essential drug procurement.
