摘要
考察西方犯罪预防策略的变迁,可以发现法律和刑罚在预防策略中具有十分重要的位置。但是20世纪80年代以来,另一种预防思维已经产生,这就是针对犯罪诱因的多机构协作模式,其特点是强调社会政策而非刑罚,强调非法律方法而非法律方法,强调社会秩序而非犯罪控制。考察西方犯罪预防策略的优缺点,可为我国犯罪预防策略提供借鉴。
Examined changes in the western crime prevention strategies, we can find that laws and penalties has a very important position in the crime prevention strategy. Since the 1980s, the another thought of crime prevention has been generated, that is the new crime prevention model of multi-agency collaboration, which is characterized by emphasis on social policy rather than punishment, emphasizing the non-legal methods rather than legal approach, emphasizing the social order rather than crime control. To examine the advantages and disadvantages of Western crime prevention strategies, can provide reference for our crime prevention strategies.
