当代省级志书编纂理论与实践

Contemporary Provincial-Level Records Compilation Theory and Practice

省级志书,有的称通志,意思是指一省通史、通贯全省、通纪古今、变通区划等;有的冠以行政区划名称,直接称省志、自治区志,这是规范称谓。当代省级志书编纂机构存在着机构名称、管理体制、行政级别的不同,政府管、党委管、社科院代管都有,单位级别正厅级、副厅级、处级并存。省级志书体例设计多样,有一卷一志体、一卷多志体、大部类志体和专志丛书体,同时普遍设计有彰显特色的分志。省志理论研究薄弱,但制度健全。省级志书存在着编纂周期长而造成的断限不一,科技、教育、外事内容交叉重复严重,分志设与不设凡例、大事记和人物志,主编、总纂虚设影响志书质量等问题,应当引起高度重视。

Some provincial-level records are called tongzhi(general records) ,which contains meanings such as general history of a province,covering the whole province,recording both the ancient and contemporary history,and evolution of administrative divisions;some others are attached with the names of administrative divisions and called directly as provincial records or autonomous region records in their proper names.There are differences concerning the names of institutions,management systems,and administrative levels when it comes to contemporary provincial-level records compilation institutions.Some are administered by the government,some others by the party committee,and still others by the academy of social sciences,with the administrative levels of the units ranking from departmental to deputy departmental and sectional.The style designs of provincial-level records are varied from one-volume-one-records,one-volume-multiple-records,big categories records,to special records in series,with sub-records commonly designed to highlight characteristics.Theoretical researches on provincial-level records are weak,but related systems are complete and sound.There are problems such as irregular time limits caused by long compilation cycle;serious overlapping and repetition of contents on technology,education and foreign affairs;the issue of whether to set up publication notes,chronology,and personage records in sub-records;and the issue of local records quality negatively impacted by the nominal positions of chief editor or chief compiler,which are all causes for great concern.
