上海市浦东新区2005～2010年度公共场所卫生许可告知承诺制实施情况评估

Evaluation on the implementation of Notification-promise system in public place health permission in 2005~2010 in Pudong,Shanghai

目的对上海市浦东新区浦东2005～2010年来公共场所卫生许可告知承诺制实施情况进行评估。方法采用分层按比例随机抽样方法选取样本,应用SPSS 16.0软件对样本公共场所经营单位告知承诺状况进行统计分析。结果 (1)在样本公共场所经营单位中告知承诺合格率总体呈现年度上升趋势。(2)不同经济类型告知承诺合格率不同,个体工商户承诺合格率最低。(3)管理不到位,卫生设施缺乏或不齐全是造成告知承诺合格率不高的主要原因。结论加强事后监管,完善相关配套许可文书,完善告知承诺条款、提前介入指导等措施总体对提高告知承诺合格率有效;需针对不同经济类型、不同原因采取不同的教育、指导和行政处理方式。

Objective To evaluate the implementation of Notification-promise system in public place health permission in recent years in Pudong.Methods Stratified sampling was selected to determinate samples;SPSS 16.0 software was applied to analysis the implementation of Notification-Promise System in determinated samples.Results（1）On the whole,the qualified rates showed the annual upward trend in determinated samples;（2）The qualified rates were different in the classified economy types,the qualified rate in individually-owned businesses was the lowest.（3）The qualified rate was not high because of bad management,the absence of sanitary facilities,and so on.Conclusions The measures including the strengthening of the supervisions,the equipment of the relevant documents,the improvement of the informed terms and the guidance in advance were overall effective.It is necessary that the different methods of the education,the guidance and the administrative are adopted for different economic types and different reasons.
