北京市基层卫生监督机构传染病防治监督工作现状分析及对策研究

Study on the current situation of infectious disease prevention and control in basic health inspection agencies in Beijing and countermeasures

目的了解新修订的《中华人民共和国传染病防治法》颁布实施5年来北京市基层卫生监督机构传染病防治监督工作现状,为探讨新形势下传染病防治监督管理模式奠定基础。方法采用填写问卷和访谈的形式,对北京市19个区县卫生监督所主管所领导和科长等相关人员进行调查。结果北京市区县卫生监督机构共有传染病防治监督人员119名,年龄结构比较合理,高级职称人员明显不足,缺乏高层次学科带头人;年平均承担监督任务达116户/人,城八区年平均承担监督任务达99.8户/人,远郊区县达133.3户/人。结论北京市区县卫生监督机构传染病监督员所承担的监督执法任务较重,监督人员数量不足,缺乏法律等相关专业人才,应通过培训、人才引进、专项培养等完善监管人员能力建设体系,理顺传染病监督管理职能,处理好卫生监督与其他部门的关系,规范传染病日常监督工作内容,保证监督工作质量,建设一支高素质的传染病监督管理队伍,全面履行传染病监督职责,保障人体健康和公共卫生。

Objective Understand the current status of Beijing basic health supervision institutions on preventing and controlling infectious diseases after the new edition of The People＇s Republic of China infectious diseases prevention and control had been published for five years,and lay the foundation for discussing the management model of preventing and controlling infectious diseases.Method Investigate the leaders,section chief managers,and related people in nineteen district and county health supervision institutions,by filling out questionnaires and interviews.Results There are 119 supervisors in district health supervision institutions,the age structure is reasonable.Higher level academic pacesetters are absence.The average of supervise tasks is 116 doors per person every year,99.8 in the eight major districts,and 133.3 in the counties.Conclusions The limited numbers of supervisors in health supervision institutions in Beijing are having overloaded tasks with a lack of professionals on laws.We should strengthen supervisors＇abilities and develop infectious diseases supervision and management system by training,head hunting,and specific project,coordinate the relationships with other departments,regulate the daily job contents and quality for infectious disease prevention and control,establish a high-quality team to discharge the duties of infectious diseases prevention and control,and ensure both individual health and public health.
