On November 21, 2011, National Population and Family planning Commission of China （NPFPC） signed a strategic cooperation framework agreement with ChinaUnited Network Communications Group Co., Ltd （China Unicorn for short） in Beijing. Li Bin, Minister of NPFPC and Chang Xiaobing, President of China Unicom attended the ceremony and made speeches. Chen Li, Vice Minister of NPFPC and Lu Yimin, General Manager of China Unicom signed the agreement on behalf of their respective organizations.
