A Study on Risk Guard and Comprehensive Program of Our country's Coal Mine Safety Production

当前,我国煤矿安全形势十分严峻,重、特大矿难频繁发生。究其原因:有煤矿自然禀赋先天不足方面的原因、也有煤矿内部管理方面的原因,还有政府监察管理体制方面的原因。解决我国煤矿安全问题,一方面需要煤矿自身加强管理,苦练内功;另一方面需要完善国家煤矿安全监察管理体制,加强煤矿安全法制建设。

At present,the coal mine safety situation is serious,extraordinarily serious mine disasters occur continually.The reasons are as follow：congenitally deficient natural resource endowments,lackness of internal administrative controling of coal mine,and improper government monitoring system.In order to solve these problems,the follow countermeasures should be taken：on the one hand,coal mine enterprises should reinforce the management and strengthen their safety production ability,on the other hand,our country＇s safety production monitoring system should be improved and perfected,and coal mine safety legal system construction should be enhanced.
