广东省财政转移支付存在的问题及调整思考

本文在对广东财政转移支付基本情况回顾的基础上,分析了广东现行转移支付在体现公平原则方面所存在的几个问题,提出了在现行体制下完善转移支付制度、提高转移支付均衡能力、缩小地区财政差距和实现区域基本公共服务均等化目标的几点建议。

The present paper first reviews the fiscal transfer payment of Guangdong,on the basis of which,it further analyzes some of the problems reflecting faireness principle under the current payment method.Several suggestions are put forward on the issue of perfecting the transfer payment system,increasing the equal transfer payment capacity,narrowing reducing fiscal disparity among different regions and rationalizing the regional fundemental public service.
