关注民生,情系“三农”——中共中央“一号文件”解读

Focusing on People's Livelihood,Concerning about "Three Agricultural Problems"——An Interpretation of "No.1 Document" of the Central Committee of the CPC

党的十七大以来,多次强调注重保障和改善民生,"三农"问题的解决是保障和改善民生的重要环节和具体表现。改革开放以来,围绕农业、农村和农民问题,中共中央出台了一系列重要政策文件,"三农"问题13次占据"一号文件"的位置。本文从制度变迁、改革升华、双轮驱动3个方面解读中共中央"一号文件",揭示了中共中央对民生问题的关注和对"三农"问题的重视,分析了"一号文件"的政策效果,提出了关注民生、解决"三农"问题的几点启示。

Since the 17th national congress,our party has time and again emphasizes the guarantee and improvement of people＇s livelihood,and the solution of＂three agricultural problems＂ is an important link and concrete embodiment of such a policy.Since the reform and opening,the central committee has issued a series of important policies and documents revolving around agriculture,countryside and peasants,and the three agricultural problems for thirteen times occupies the position of No.1 document.This article interprets No.1 document from the three aspects of system change,reform and double drive,reveals our party＇s concern about the livelihood of peasants and its emphasis on three agricultural problems,analyzes the effect of this policy,and advances some suggestions for people＇s livelihood and for the solution of three agricultural problems.
