产业和企业是不可分割的整体,企业是产业的组成单元,产业是企业的集合,二者之间的联动机制共同形成地方区域经济整体。内蒙古地方经济的发展是区域经济、产业布局和企业驱动的联动整体,三者形成"点(企业)——线(产业)——面(区域经济)"的互动与对接,企业无疑发挥微观驱动性作用,它是完善产业布局、落实和实现区域规划的关键点。因此,在宏观层面的区域经济版图和中观层面的产业发展路线图确定之后,企业的发展就成为研究的又一核心。如何壮大已有企业,培育和扶持有潜力成为经济领军的企业,引入外来企业的入驻,形成企业集团和企业网络,以构筑产业带和经济圈便成为本文的研究核心。

The industry and enterprise,as a whole,the enterprise is the component unit of industry,the industry is a muster of the enterprise,the linkage mechanism between them together form the whole place regional economy.The local economy development of Inner Mongolia is the regional economy,the industry layout and the whole linkage of enterprise drive,the three form ＂point（enterprise）-line（industrial）-face（regional economic）＂ interaction and docking,the enterprise will play the micro drive function undoubtedly,it is the key point to perfect the industry layout,implementation and realize the regional planning.Therefore,after the regional economic layout in the macroscopic level and the industry development roadmap in the medium level are determined,the development of the enterprise will become the core research.How to expand existing enterprise,cultivate and support the economic leader enterprise which has the potential,introduce the foreign enterprise＇s assigned,form the enterprise group and enterprise network,to build industry and economic circle is the key point of text.
