温州新政：区域民办教育制度创新的典范

New Policy in Wenzhou: An Example of Regional Private Education System

制度创新是教育发展的源动力。要从根本上破解制约民办教育发展的瓶颈因素,必须改革和创新民办教育制度。本文以温州民办教育新政为研究对象,综合分析了影响民办教育制度改革创新的四大因素,总结提炼了温州民办教育新政的五大突破之处和三个鲜明特点,并概括指出了其对其他地区乃至宏观民办教育制度创新的四点有益启示。

The innovation of system is the inititive drive to the development of education and it is urgently called for to get the breakthrough of the restriction of the development of private education in China. Based on the new policies for the private education institutes carried out in Wenzhou Region, this paper provided an analysis of the four elements that may effect the process of the reform and innovation of system. It offers the summary of the five breakthroughs and three characteristics of the new policies and points out that the new policies has the significance of inspiration in four aspects to the macro scale of innovaton.
