摘要
许多国家都把维护海洋权益、发展海洋经济作为本国的重要发展战略。完善我国海事行政法律制度,强化我国海事机构管理职能,对维护我国海洋权益和发展海洋经济有重要作用。通过对海事机构管理职能重新定位,对海事机构在维护国家海洋权益过程中存在的问题进行了分析,提出了新形势下完善我国海事机构管理制度的法律建议。
Improving our maritime administrative legal system and strengthening our maritime organization management function have a important role in maintaining the Marine rights and interests and developing Marine economic,what is taken by many countries as the important development strategy.This article,by positioning the maritime organization management function and analyzing the problems of maritime organization in safeguarding national Marine rights and interests process,gives legal advices on improving our maritime organization management system.
