保险公司与地方政府投融资合作研究

The Study on Investment and Financing Cooperation between Insurance Company and Local Government

通过比较"银政合作"融资模式和保险资金运用发展历程,得出保险资金运用渠道的拓宽是推动保险公司与地方政府投融资合作的一个决定性因素,它使双方的合作开始由过去的社会管理单一合作模式逐渐向社会管理和投融资二元合作模式转变。随后又从地方政府和保险公司两个不同的角度,分析了双方投融资合作产生的动因,并在此基础上,归纳出了未来推动保险公司和地方政府投融资合作的五个因素。鉴于双方投融资合作的必然性和长期性,有关保险资金运用的潜在风险应当引起保险公司的高度关注。当前保险公司与地方政府的投融资合作面临资金安全和风险管理滞后两项挑战。

By comparing the financing model of the Bank-Government cooperation and the evolution of the process of insurance fund utilization, this paper revealed that the expansion of channels for the utilization of insurance funds promoted the development of the investment and financing cooperation between insurance company and local government, and this further prompted the transformation of their relationship from the sole social-management model of cooperation to the dual cooperative model encompassing both social management and investment and financing. It then analyzed the motivation behind the cooperation of local governments and insurance companies in investment and financing, and generalized 5 factors the could further enhance their investment and financial cooperation in the future. In view of the inevitability for their strengthened cooperation in the long run, the paper suggested that insurance companies should pay high attention to the potential risks involved in investment of insurance funds, and that the current investment and financial cooperation between local government and insurance companies were facing with two challenges of insurance fund security and laggard risk manazement.
