This paper based on the relevant theories of criminal sociology and is proposed on the problem of domestic and external Cyber Terrorism activities,analyzing the characteristics、forms、reasons and challenges we must face in counter-terrorism works.In conclusion,the author propose the countermeasure of these challenges.
