基于双变量Theil指数的政府教育投入公平性问题研究

Study on the Fairness of Government Investment on Education: A Bivariate Theil Index Approach

教育投入公平是实现教育公平的基础,是促进社会公平的基本保证,而我国政府教育投入在区域之间和城乡之间存在的差异在很大程度上制约了教育公平的实现。本文运用Theil指数分别从区域和城乡两个维度衡量我国政府教育投入的公平化程度,在此基础上探析产生差异的原因并提出进一步改善促进政府教育投入公平性的政策建议。

The fairness of government investment on education is the basis for attaining education equity, and the fundamental guarantee for social justice as well. However, there are huge gaps in financial resources distribution among different areas, and also rural and urban areas, which have a negative impact on achieving equity in education. This paper, using the Theil Index approach, measures the gaps of government investment on education respectively from two dimensions. On this basis, the paper has analyzed the reasons for the financial gaps and provides policy suggestions to narrow the gaps.
