铁路投融资模式对水利的启示

Inspiration learned from railway investment and finance for water resource development

20世纪90年代以来,铁路通过改革投资体制,完善投资机制,创新融资模式,投资规模大幅度增加,实现了基础设施建设的重大跨越。目前,水利仍是国家基础设施的明显短板,借鉴铁路建设投融资的经验,水利应该多方位拓宽筹资渠道,大幅度增加建设投资,切实解决水利基础设施建设薄弱问题,提高保障经济社会发展的能力和水平。

Since the 1990s, railway investment has seen a great increase through reform of investment structures, improvement of investment mechanism and innovation of finance models, which leads to a big development in the construction of railway infrastructures. At present, lack of investment still hampers water resources development. Experience accumulated from railway finance and investment should be learned for the widening of invest- ment channel by multi-means, increase of investment for water infrastructure construction, so as to stabilize the level of economic and social development.
