浅谈宁夏水利行业市场融资

Ningxia encourages market financing in water conservancy development

针对宁夏水利投融资现状,分析当前宁夏水利市场融资面临水利项目自身融资能力差、政府核定水价较低、政府投资支持有限以及融资平台主体资金短缺、现金流少、融资渠道单一等问题,提出强化水利基础设施项目的经营性功能、适当提高经营性项目的收入、提高非公益性水利项目资金比例、支持融资平台进行市场融资等措施。

The current problems with water conservancy project financing in Ningxia Autonomous Region is analyzed, such as lack of government support and source of self-raising funds, low water price and limited financial resources, etc. It is argued that operation income of water conservancy project should be enhanced by improvement of operational functions of water infrastructures. The percentage of non-public or private investment in water conservancy project should be increased by means of raising funds from the market.
