摘要
俄罗斯从1995年开始进行加入世界贸易组织的谈判,直到2011年才正式获准"入世"。与世贸组织其他成员相比,其"入世"之路可谓耗时最长,曲折最多。十多年来,俄罗斯与世贸组织成员的谈判涉及经济制度和外贸活动的方方面面。欧盟、美国和格鲁吉亚是俄"入世"谈判中最难缠的对手。俄为"入世"所作出的让步主要体现在农业、市场准入和税收方面。"入世"对俄既有有利的方面,也有不利的方面,对于利弊的权衡,俄国内各界并未达成共识。俄民众对世贸组织的了解还不够深入,对俄"入世"多持保守、谨慎的态度。有理由认为,俄"入世"将有利于国际贸易的发展,中俄经贸关系的发展也将因此获得推动。
Since 1995, Russia began conducting talks about entering the World Trade Organization. It wasn't until 2011 that Russia was officially allowed to enter the WTO. Compared with the other members of the WTO, Russia's road to the WTO was longest and most tortuous. For more than ten years, the talks between Russia and the members of the WTO covered economic system and foreign trade activities in all their respects. The European Union, the United States and Georgia were the hardest opponents to deal with in the talks. Russia's concessions made for entering the WTO mainly reflected the respects of agriculture, market entry and revenue. Entry into the WTO was both beneficial and disadvantageous to Russia. For balancing the advantages and disadvantages, the all circles in Russia did not reach a consensus. Russian people only had a superficial knowledge of the WTO so that most of them had a conservative and cautious attitude about entering the WTO. It is reasonable to believe that Russia's entry into the WTO will be beneficial to the international trade and drive the development of the Sino-Russian trade relations.
