Sustainable Development of Resource-oriented Cities

当前,资源型城市出现了传统产业衰退、失业人员增加、环境污染严重、公共服务滞后、精神文化失落等一系列问题,对人类的生存和发展提出了严峻挑战。各级政府必须充分认识到资源型城市转型的长期性、复杂性和艰巨性,牢牢把握以人为本,科学转型这个本质和核心。在具体工作中,政府是转型的主导,企业是转型的主体,干部是转型的关键,群众是转型的基础,项目是转型的载体,创新是转型的灵魂。只有把这六个体系有机地结合起来,全社会联动,多方面并举,才能加快资源型城市转型的步代。

Now in resource-oriented cities, there appeared a series of problems, such as recession of traditional industry, increase of unemployment, aggravation of environment pollution, r.etard of public service, and loss of spiritual culture, which seriously challenge human survival and development. The government at all levels should fully recognize the duration, complexity, and hardship of transformation for ted cities, focusing on the essence and core of people-oriented and scientific transformation. In practice, governments are the dominant organs, enterprises the leading parts, cadres the key to transformation, the public the foundation, projects the carriers, and innovations the soul. Only when combining these six systems together, can we quicken the pace of resource-oriented cities through cooperation of the whole society.
