警务有着丰富的内涵与外延。随着社会的发展和变迁,警务的结构与模式都在不断调整和演化,警察作为警务的主体仅仅是历史长河的一段支流。将警务视为警察工作是最狭义的一种解释,这种定义将警务活动的主体限定为警察群体;而将警务理解为"一种社会秩序控制功能",则拓展了现代警务的社会建构的可能。只要有民众参与到社会治安防控之中,警务的社会建构初始形态便开始形成,至于能否成长和成熟,取决于私人警务市场发育的完备以及辅警制度的完善。

There are reach intension and extension in the concept of police service. The narrow sense of Police service is as a police job which is an interpreter theory of police subject; police service is as ＂a control function of social regulation＂ ,which extends the possibility to develop the modern police service in social construction. The developed or undevelopment of the modern police service in social construction depends actually on the perfect of private police service market and system of auxiliary police.
