"重实体,轻程序",这是我们对中国法制建设历程中比较典型的一种概括。正义不仅是内容的,也是形式的。程序文化有利于扫除权利观念障碍,有利于法律信仰的养成,这是程序文化的现实意义所在。它在潜移默化中伴随我们追求正义的脚步,逐步将我们带向法治之路。程序正义,就是一个过程的正义。在这个过程中,我们逐步发现:程序必须被信仰,法律必须被信仰,公正必须被信仰。

Legal entity is placed more emphasis on than procedure,this is a typical kind of generalization of the construction course of our Chinese legal system.But justice is not only the content,but also the form.Procedure culture is helpful to remove obstacles of right ideas and foster legal belief.It is the practical significance of procedure culture.Then the rule of law will be realized by osmosis while valuing the procedure.Procedure justice is a process of justice.In this process,the procedure,law and justice must be built as faith.
