对中国在实现全民医保进程中取得的成就和存在的问题进行详细分析,指出在实现全民医保中急需解决的六大问题,并就新形势下医保工作如何应对提出对策和建议,即制度建设向系统整合与区域统筹转变,参保扩面更加依靠体制机制创新转变,保障待遇向稳定均衡公平和创新支付机制转变,管理服务向系统、精确转变。

Though analyzing the achievements and problems of process of the whole coverage medical insurance in China in detail,the author pointed out that six major issues should be resolved and gave some advices and suggestions to the work of medical insurance under the new situation,including system construction was transformed to system integration and regional co-ordination,insured population growth depended on changes in institutional innovation,stable fair treatment was ensured and innovation of payment mechanism,management and service were harmonious and accurate.
