Energy Situations in Xinjiang and Policies and Measures to Promote Industrial Energy Effciency

"十二五"时期,是新疆跨越式发展、全面建设小康社会的机遇期,为了保障经济发展可持续和生态环境的可持续,必须抓紧抓好能源节能工作。工业是能源消费的主体。因此,工业节能是当前一项极为紧迫的任务。文章分析了当前新疆工业节能的目标,从技术进步、加工转换、淘汰落后等方面预测了节能的潜力,论证了推进工业节能的政策和保障措施。

The National Twelveth Five-Year Plan provides opportunities of leapforward development and building-up of a moderately prosperous society in Xinjiang.In order to ensure a sustainable development in economy and ecological environment,energy saving work must be carried out properly.Industry is the main consumer of energy.Thus,industrial energy saving is currently a very urgent task.This paper analyzes the goal of industrial energy effciency in Xinjiang,predicts the energy-saving potentials in terms of technological innovation,processing transformation,elimination of backwardness,and proposes policies and guarantee measures to promote industrial energy effciency.
