摘要
加强社会管理和创新社会管理体制是当前社会建设的重大课题之一。治理理论主张政府、企业、社会组织和个人等的多元、民主、合作,以实现公众利益的最大化。中国改革开放以来,政府、社区、社会组织等多元利益主体的发展和作用日益扩大。社会领域的改革滞后,致使社会矛盾和冲突明显增多,这要求转变社会管理理念,完善社会管理格局,扩大公众参与。加强社会管理,协调利益关系,要建立多元合作共治的社会治理机制,创新社会管理体制。
Strengthening social management and innovation in social management system are currently two major topics of social construction.Governance theory suggests that the government,enterprises,social organizations and individuals should work diversifiedly,democratically and cooperatively,in order to achieve the maximization of public interests.Since China's reform and opening up,multi-stakeholder unions such as government,community and social organizations keeps developing.Reforming in social sector lags behind,which resulted in significantly increased social contradictions and conflicts.To solve these problems,it is essential to change the concept of social management,improve social management pattern,and expand public participation.
