摘要
香港拥有一支稳定、专业、高效、廉洁的公务员队伍,这主要得益于香港政府对公务员队伍进行有效的培训。香港公务员培训遵循以人为本的培训理念,坚持个人发展与组织需要的培训目标,服务于政府的执政理念。在公务员培训的组织管理与运作中,由公务员事务局培训处统筹培训、各部门专业培训、廉政公署廉政培训三个层面互相配合。分级分类设置课程,内容丰富实用,师资专业化,引入市场机制,培训方式灵活,全方位对培训效果进行评估,形成了科学、系统、有效的培训链,这些经验对我国内地公务员培训都具有一定的借鉴意义。
Hong Kong has a stable,professional,efficient and honest group for civil service,thanks to the effective civil service training of Hong Kong government.Civil service training of Hong Kong follows the humanistic training philosophy,coordinating personal development and organizational training needs.Organization and management of civil service training is coordinately operated by the Civil Service Bureau,professional training departments and ICAC.Hierarchical classification of curriculum,rich and practical content,professional teachers,introduction of market mechanisms,flexible training,and comprehensive assessment of training form a scientific,systematic and effective training chain,which has a certain reference significance to civil service training in China's Mainland.
