美国洛杉矶县社区规划对中国乡村土地利用规划编制的启示

Community-based Planning in LA County of the U.S.and Its Implication to the Land Use Planning at Village Level in China

研究目的：分析美国社区规划对于乡村地区土地利用引导的途径。研究方法：案例研究。研究结果：美国社区规划主要通过分区条例下严格的密度控制、突出乡村特色、保护环境、提供支持性基础设施和市政设施的具体做法有效的促进了乡村地区建设和农业的可持续发展。研究结论：美国社区规划为中国开展村土地利用规划提供了有益的经验。

The purpose of this paper is to analyze the implication of the community-based planning in L.A. County of the U.S. to the land use planning at village level in China. The method used was case study. The result showed that the construction of rural communities and sustainable agricultural development could be promoted through the community-based planning, taking some important factors into account, such as density control, rural characteristics preservation, environmental protection and public infrastructure and service support. The conclusion was that the U.S. case provided useful experience for the land use planning at village level in China.
