标准制定的协调

The Coordination of Standards Development

本文在首先分析协调的内涵和意义的基础上,从相关部门之间的协调和标准具体内容之间的协调两方面探讨了标准制定时协调的目标、内容和方法。在部门协调方面提出了立项查重、立项论证和综合权衡,以及逐级裁决等方法;在标准内容协调方面提出了对比法、解析法、分配法和综合权衡等方法。最后简要提出可采用计算机和数据库辅助等途径改进标准制定的协调工作。

Basied on the analysis on the intension and meaning of standards coordination, the objective, contents and methods of coordination during standards development are discussed from two aspects： coordination of inter-departmentsand coordination of specific content of standards. Standards duplication check, project demonstration, comprehensive tradeoff, and stepwise approval are proposed to be used in inter-departments coordination. Methods, such as contrast, analysis, distribution, and comprehensive tradeoff, are proposed to be used in standards content coordination. Computer and database are also proposed to give assistance in improving the coordination of standards development.
