摘要
自十七届三中全会通过《中共中央关于推进农村改革发展若干重大问题的决定》,由此引出有关集体用地农村宅基地上市流转热议。在城乡统筹发展背景下,如何解决"小产权房"问题迫在眉睫。并且,随着近年来城市房价飙升,严厉的商品住宅限购令下达,"小产权房"交易进入了一个空前的繁荣时期,有关"小产权房"的争论也越来越多,一时间"小产权房"问题又成为了各方关注的焦点。本文通过对"小产权房"的合理性思考,具体分析并揭示问题的本质,以此来说明"小产权房"合法化会带来消极影响不能成为反对其合法化的理由,"小产权房"期待真正意义上的蝶变新生。
In the context of urban and rural develop-ment,how to solve the"small property room"issue is very urgent.And,with prices soaring in recent years,there has been severe commercial residential restriction order.In the same time,with more and more controversy,"small property room"transactions entered a period of unprecedented prosperity."Small property room" issue has become a focus of attention.In this paper,we will think about the rationality of "small property room",and specific analysis and reveal the nature of the problem."Small property room"legalization would have a negative impact that can not be a reason to oppose its legalization.
