To protect the public right to information, cultural education and freedom of expression and other rights, the library is given the right of access to copyright works. So the library＇ s access right has a solid legal basis. Under the digital environment, the library＇ s access right is subject to the limitation of technical measures. If the law sets exceptions to circumvent technical measures and takes in responsive policy, this will help the rational design of copyright law on the right of the library, and effectively protect the library＇ s right of access.
