摘要
西方发达国家在公务员能力建设方面早已开始了尝试性的探索,并且积累了大量宝贵的经验。立足于少数民族地区公务员能力建设的特殊区情,通过比较与借鉴美国、日本、德国和瑞典在公务员能力建设方面的先进范式,从加强民族团结思想教育、推行分类管理制度、改善绩效考评体系、创新教育培训模式以及完善动力机制五个方面,提出适应当代中国国情发展的少数民族地区公务员能力建设的思路架构,可以为促进祖国和谐统一,推动民族事业繁荣发展奠定理论根基。
Tentative explorations of ways of how to enhance the capability of government servant have been made in developed countries in the West and valuable experiences have been accumulated accordingly.Based on the special humanistic environment of ethnic minority areas,the following aspects including strengthening the education of national unity,forwarding the classified management,improving the system of performance assessment,innovating the mode of training and perfecting the motive mechanism are argued herein by a comparative study of the advanced paradigms in America,Japan,German and Swiss.Meanwhile,a framework of enhancing the capability of government servants in ethnic minority areas which is suitable for the present situations of China is also proposed with the aim of laying a theoretical foundation of promoting the peaceful reunification of China and furthering the prosperous national causes.
