不能以发展替代改革

Development is not a Substitute for Reform

凯恩斯主义是社会经济衰退时的权宜之计,而非长久之策。凯恩斯主义不等于宏观调控,宏观调控不等于政府直接生产性投资。在市场经济条件下,现在政府的主要职责就是保护产权,鼓励竞争,为市场经济的健康发展提供良好的制度环境。现阶段中国社会贫富差距的存在,不是市场经济的结果,而是改革不到位、市场经济体制不健全,从而市场经济体系还没有完全建立起来的必然。在共同富裕问题上,不能再回到计划经济时期的乌托邦,只能坚定不移地走市场经济的道路。

Keynesianism is not a permanent solution,but an expedient measure against economic recession.Keynesianism is not equal to macroeconomic control,and macroeconomic control is not equal to governmental direct productive investment.Under the condition of market economy,government＇s primary responsibility is to protect property rights,to encourage competition,and to provide a good institutional environment for healthy development of market economy.At the present stage the gap between the rich and the poor in China does not result from market economy,but because there is some unsatisfactory in the reform,and the socialist market economic system has not yet completely established.As for the issue of achieving common prosperity,we should not return to the utopia of planned economic era,and do not have any other choice but insist on taking the road of market economy.
