摘要
针对我国高铁安全运营管理面临的挑战,本文提出应用国际标准管理体系的核心方法——预防管理和应急准备管理。应用潜在失效模式及后果分析(FMEA)与风险管理的工具,对铁路运营及管理的全过程进行风险分析,并根据不同的风险等级,采取有针对性的事故预防和应急准备管理措施等,可以有效地降低安全风险,提升铁路安全管理水平。
To meet the challenges existing in the safety operation management system of high speed railways, the paper proposed to use the core ISO management approaches, which are preventative management and emergency readiness management. Utilize potential Failure Modes and Effects Analysis (FMEA) and risk management tools to conduct risk analysis on the entire process of railway operation and management. Based on different risk categories, specific preventative and emergency readiness and response measures are taken, which include emergency response plan and drill. Such approach will effectively reduce safety risks, and improve the quality of railway safety management.
