委托代理视角下我国基本药物实施中存在问题及对策研究

Problems and Countermeasures in the Implementation of China′s Essential Drugs from the Principal-agent Perspective

为了解决我国基本药物实施中存在的问题,引用经济学中的委托代理理论,探讨了政府、监管机构、医疗机构、医生、患者之间的委托代理关系,提出目标不一致、信息不对称是出现委托代理问题的原因,最后提出了建立激励机制、加强信息披露机制和健全监管机制的应对策略来确保基本药物的顺利实施。

In order to solve the problems of essential drugs in the implementation, this thesis refers to the principal-agent theory of economics, discusses the principal-agent relationship of governments, regulators,medical institutions,doctors and patients, and puts forward the reasons of the principal-agent problems are objectives proposed and asymmetric information,finally,puts forward the coping strategies of establishing incentive mechanism, strengthening information disclosure system and perfecting the supervision mechanism to ensure the smooth implementation of essential drugs.
