Enabling Effects in Information Governance——Building an Emergency Management Model Based on Information Carrying Capacity

应急管理效能需要信息使能的治理技术来实现,通过构建区域信息治理、信息承载力与公共社会系统三者之间的承载递阶结构与相应的信息使能动力学模型,提出基于信息承载力的应急管理使能过程模型与相应的信息治理定量评价体系,并总结出信息干涉预警、信息系统仿真模拟、信息共享协同、信息评价驱动的关键信息治理使能技术与三维评价模型。

The enabler of information governance helps achieve emergency management success.Using carrying hierarchical model and the dynamics model of information enabler with distribution of area information governance,information carrying capacity and public society system as their main factors,we obtained the emergency management enabling procedure and constructed the quantitative evaluation model and index system of information governance for the first time.At last,we explored the key enabling technologies for emergency management including information interference pre-warning,information simulation system,information sharing cooperation and information evaluating driver,and presented a three-dimensional evaluation model.
