摘要
优化大学内部治理实质是促进高校内部各种主体利益的激励相容,实现大学办学效益的最大化。大学内部治理存在激励不相容问题主要有:权力结构的激励不相容、层级管理的激励不相容、办学功能的激励不相容。为此,要加强顶层设计,完善决策执行机制,创新学术组织设置,推进人事管理制度,加强大学章程建设,促进大学内部治理的激励相容。
University internal governance is actually the promotion of the incentive compatibility between the stakeholders, to achieve maximum efficiency of running schools. The problems of incentive incompatibility in university internal governance mainly include the incentive incompatibility of power structure, incentive incompatibility of level management, and incentive in- compatibility of school-running function. Therefore, we should strengthen top-level design, perfect decision-making mechanism, innovate academic organization setting, promote personnel management system, strengthen university constitutions and promote the incentive compatibility of university internal governance.
