The World Trade Organization＇s （WTO） 1994 Agreement on Trade- Related Aspects of Intellectual Property Rights （TRIPS） established a unifor^n baseline for global intellectual property standards. [FN5] Over the past ten years~ a new trend has developed in which bilateral trade agreements mandate changes to domestic intellectual property laws, resulting in laws that exceed the standards agreed to at the WTO.
