Developing the implementation principle and procedures of performance evaluation for the disease control and prevention system

首先明确了实施疾病预防控制绩效考核的目的、意义和原则,并采用文献归纳分析和专家咨询论证方法,明确了绩效考核实施流程主要包括准备阶段(制定方案、落实组织、收集资料)、实施阶段(数据填报、质量控制、验证核实)、反馈阶段(综合评价、绩效诊断、持续改进),形成了全面收集数据、有效控制数据质量、反馈利用考核结果并实现绩效诊断等思路、步骤和具体方法,用于指导绩效考核的科学实施。

The aim,significance and implementation principle of performance evaluation of disease control and prevention were first illuminated.Then,the procedures of performance evaluation were divided into three stages according to literature analysis and experts consulting:preparatory,operation and feedback stage.The preparatory stage was to get fully prepared for data collection;the operation period was composed of data reporting,quality control and verification;the feedback phase was to use the evaluation results to make performance diagnostics and continuous improvement.
