非洲难民问题难解之源

WHERE LIE THE DIFFICULTIES FOR SOLVING REFUGEE PROBLEMS IN AFRICA

难民问题是当前国际社会面临的严重问题之一。非洲各国独立之后 ,由于独裁政权的镇压、民族或宗教矛盾、边境冲突、内乱等原因 ,难民问题尤为突出。非洲各国的国家利益往往同人道主义原则相冲突 ,联合国难民署等国际组织又缺乏足够的力量和有效的手段落实各种解决难民问题的国际公约 ,严重影响非洲社会发展的难民潮就成为一个难以解决的问题。

Since independence,refugee problems have become exceedingly outstanding in many African countries owing to the suppression by dictatorial regimes,the ethnic or religious contradictions,the border conflicts,the internal disorder and other causes.The state interests of African countries often clash with humanitarian principles while the UN Refugee Agency and other international organizations lack in adequate strength and effective resources.Thus,the flood of refugees which has seriously affected social development in Africa remains a hardly soluable problem.
